I am fairly sure this is at the 1968 Bet Sefer L'Madrichim.
Chaim Fischgrund is at the right on the platform, Yisrael Medad (Winkelman) next to him. I think Efraim (Frank) Dimant is next. Who is the Betari to the rear?
